Pathways to PR: Registered Nurse 254411 (General) + specialisations
Registered nursing is one of Australia's most in-demand occupations, and the visa pathways reflect that. Whether you're already working in Australia on a WHV or graduate visa, or planning your move from Ireland or the UK, there are multiple genuine routes to permanent residency — and nurses are well-placed to access them. This guide walks you through the process from start to finish.
How the Pathway Works
The route to PR as a registered nurse follows a logical sequence. Understanding each stage upfront helps you plan your timeline and avoid costly delays.
Qualify & Register
Hold a nursing qualification recognised in Australia and obtain registration with the Nursing and Midwifery Board of Australia (NMBA) via AHPRA, or be registered in your home country.
Skills Assessment (ANMAC)
Apply for a skills assessment through the Australian Nursing and Midwifery Accreditation Council. The type of assessment depends on your registration status.
Submit an Expression of Interest (EOI)
Once you have a positive skills assessment, lodge an EOI in SkillSelect. Your points score determines when — and whether — you receive an invitation to apply.
Receive an Invitation & Apply for a Visa
When invited, you have 60 days to lodge your visa application. The visa you apply for depends on your points score, state nomination, and whether you have a sponsoring employer.
Visa Grant & Life in Australia
Once granted, you'll live, work, and study in Australia permanently — or transition from a provisional visa to permanent after meeting the regional requirements.
Skills Assessment — ANMAC
The Australian Nursing and Midwifery Accreditation Council (ANMAC) is the assessing authority for Registered Nurses. Your assessment pathway depends on your current registration status.
Full Skills Assessment
For nurses not yet registered in Australia, but who hold at minimum a Bachelor of Nursing from Canada, Hong Kong, Ireland, the UK, or the USA — and are registered in that country. Enrolled nurses are not eligible under this stream.
Modified Skills Assessment
For nurses already registered with the NMBA (Australia) or the Nursing Council of New Zealand (NCNZ). If you have Australian or NZ registration, this is usually the fastest route.
Modified Plus
For nurses who have received a 'Notice of in-principle approval of registration subject to proof of identity' from AHPRA, but are not yet formally registered in Australia.
Note that ANMAC assesses both nurses trained overseas and international students who have completed their nursing degree in Australia and are registered here or in New Zealand. The skills assessment remains valid and is transferable across visa subclasses — this is important if your circumstances change between applications.
Registering with the NMBA via AHPRA
To work as a registered nurse in Australia, you must be registered with the Nursing and Midwifery Board of Australia (NMBA), which is administered by AHPRA. Registration is also a prerequisite for most visa pathways. The mandatory registration standards include:

- Criminal history check
- English language competency (see below)
- Continuing professional development
- Professional indemnity insurance arrangements
- Recency of practice
Irish & UK nurses — a note on English language
Nurses who completed their qualification in English in Ireland or the UK may be eligible for an English language exemption through AHPRA's registration process. However, English requirements for visa purposes (IELTS, OET, PTE) are separate and must be met independently. Speak to us before assuming an exemption applies across both contexts.
The Points Test
Skilled visa pathways (189, 190, 491) are points-tested. You need a minimum of 65 points to submit an EOI, but the score you actually need to receive an invitation is typically higher — particularly for the 189, where competition is most intense. Nurses are generally competitive due to occupation demand.

- Age (25–32 scores maximum)
- Educational qualifications
- Skilled work experience (in Australia & overseas)
- English language proficiency
- Partner skills (if applicable)
- State or territory nomination (+5 or +15 pts)
- Studying in regional Australia
- Community language accreditation (NAATI)
- Professional Year (not applicable for nurses)
- STEM specialist qualifications
Partner points: claiming partner skills adds +10 points, not +5 — a common misconception. Your partner must meet specific English and qualifications criteria to qualify.
Visa Pathways for Registered Nurses
Registered Nurse appears on the Priority Migration Skilled Occupation List (PMSOL), the Core Skills Occupation List (CSOL), and the occupation lists of every state and territory. This gives you more options than most occupations.
Skilled Independent Visa
Points-tested, permanent visa. No state nomination required. Historically competitive for nurses — typically 90+ points needed at invitation rounds. Live and work anywhere in Australia.
Skilled Nominated Visa
Points-tested, permanent visa with +5 points for state nomination. Requires a sponsoring state or territory. Nursing is on all state occupation lists — check each state's criteria as requirements vary. You must live and work in the nominating state for 2 years post-grant.
Skilled Work Regional (Provisional)
Points-tested, provisional visa with +15 points for state/territory nomination. Requires you to live and work in a designated regional area — including Perth and all of WA outside of Sydney, Melbourne and Brisbane. Leads to PR via Subclass 191 after 3 years. An excellent pathway for nurses with lower points.
Permanent Residence (Skilled Regional)
The PR pathway for 491 and 494 holders. After living and working in a regional area for 3 years with a taxable income at or above the threshold (~$53,900), you can apply for permanent residency.
Skills in Demand Visa (Employer Sponsored)
Requires an Australian employer to sponsor you. Nursing sits in the Core Skills pathway. Can be a stepping stone to PR via the 186 or 494. Your employer does not need to be a regional employer unless you're pursuing the 494 route.
Employer Nomination Scheme (Permanent)
Direct permanent sponsorship by an approved employer. Requires 3 years of relevant work experience and a positive skills assessment. Alternatively, 457 or TSS/482 visa holders who have worked for their employer for 3 years can transition via the Temporary Residence Transition stream.
Skilled Employer Sponsored Regional (Provisional)
Employer-sponsored provisional visa for regional areas. Requires a regional employer sponsor and at least 3 years' relevant experience. Leads to PR via Subclass 191.
Perth counts as Regional for the 491
One of the most common misconceptions we encounter. Perth — and the whole of Western Australia — is classified as a designated regional area for 491 purposes. That means WA state nomination for nurses gives you +15 points and lets you live in Perth. You don't need to relocate to the bush.
Nursing Specialisations & ANZSCO Codes
Registered nursing has a wide range of ANZSCO classifications. The code you're assessed under can affect visa options and state nomination eligibility. The most common include:
- 254411 — Registered Nurse (General)
- 254412 — Registered Nurse (Aged Care)
- 254413 — Registered Nurse (Child and Family Health)
- 254415 — Registered Nurse (Critical Care and Emergency)
- 254418 — Registered Nurse (Medical)
- 254422 — Registered Nurse (Mental Health)
- 254424 — Registered Nurse (Surgical)
- 254425 — Registered Nurse (Paediatrics)
- 254499 — Registered Nurses (nec)
